Emergency management tool – Decision Support System for an Operations Room (DSS)

Brief

To manage civil defence emergencies, it is increasingly necessary to ensure that the Emergency Plan becomes an operational tool that can be easily updated and integrated in peacetime and can be applied promptly in case of an event, both to provide early warnings and for the proper management of the event itself.

 

Project challenge

 

  • To create a tool that encodes the plan, particularly in relation to the Intervention Model, with an easy-to-use interface for people having no more than basic IT skills.
  • To define a flow of activities consistent with the organisation of the civil defence system and to automate/simplify communications (alerts and resource activation).

Solution

The engineering team developed a software tool that implements:

  • Management of Plan-related documentation.
  • Management of civil defence DBs: potential targets, strategic buildings, resources, materials and means, plan heading (contact details of persons responsible/referred to within and outside the organisation, involved in various ways in an emergency, etc.).
  • Support for the management of the alert system: creation of standard messages, messaging groups, buttons and rules for automatic sending of communications, etc.
  • Support for the rapid dissemination of alerts.
  • Platform for Distance learning.
  • GIS interface (display of the information contained in the georeferenced plan DBs).
